Issue Brief – On the Move: Applying for Public Programs Using Mobile Technology

Mobile devices are quickly becoming the main source of Internet access for many low-income families, and mobile applications are being utilized in every industry imaginable, from getting directions to purchasing airline tickets to applying for loans. Even private health insurance has gotten in on the action, with mobile applications available from brokers and individual health plans.

Public health and human services programs should be no different. The Affordable Care Act calls for a “first class” consumer experience, including establishment of enrollment channels which allow individuals to apply for health programs and manage their ongoing coverage online. Modernizing the enrollment process for these programs, including offering a mobile version of the online application, will enable low-income families to find help when they need it.

This issue brief, supported by The California Endowment, outlines findings from a pilot study of the One-e-App mobile application conducted by Social Interest Solutions in California in partnership with the Redwood Community Health Coalition. It outlines key design and development considerations and offers important lessons to states in thinking about how to maximize enrollment in their State Health Benefit Exchanges by implementing a mobile device version of their online application.
