Social Interest Solutions is IT systems integrator connecting Arizona to the Federally Facilitated Exchange. SIS is also working with the State of Arizona to leveraging the eligibility and enrollment functionality of the Health-e-Arizona system.

In use for over a decade, Health-e-Arizona streamlines the application process for individuals and families by providing one electronic application that collects and records data, conducts a preliminary eligibility determination, and facilitates application submission for a range of health, nutrition and cash assistance programs. More than 1.5 million persons were served by Health-e-Arizona in 2012 and 85% of those were submitted directly by consumers themselves (without assistance).

Health-e-Arizona has both an assisted model and a self-service channel. In the assisted model, trained assistors interview applicants and submit applications on their behalf. In the self-service (or public access) model, residents of Arizona create their own secure accounts, complete and submit applications, and monitor the status of their applications all on their own behalf.

Health-e-Arizona electronically shares application and enrollment data with the State's eligibility systems and County Access Program systems. The State's eligibility systems, in return, share eligibility results (approval or denial) for every application submitted.

Health-e-Arizona was launched in 2001 by the El Rio Health Center and Community Health Center Collaborative Ventures, Inc. in partnership with the State's Arizona Health Care Cost Containment System (AHCCCS) and the Arizona Department of Economic Security (DES). AHCCCS and DES now lead Health-e-Arizona. More than 60 organizations, including health centers, hospitals and community organizations now subscribe to Health-e-Arizona and use it in nearly 200 locations throughout Arizona.

Health-e-Arizona was made publicly accessible in December 2008. Within a one-year period after the launch,,nearly 200,000 individuals submitted applications for themselves and their families via Health-e-Arizona, including those applying for the first time as well as those renewing their Medicaid, Food Stamps, or TANF benefits. In 2012, that number grew to nearly 1.3 million applying online without assistance. Survey respondents overwhelmingly approve of the ability to complete their application online rather than in line. More than 90%, report they will definitely use Health-e-Arizona the next time they apply and more than 95% would recommend Health-e-Arizona to friends and family.
